Dont recall lightly wounded soldiers being tallied as casualties in Debrief. Is this an intentional change?

I think they used to return to the next battle, too. But I don't think they do anymore. Could be wrong.

This can cause you to suffer in desperate battles where you have a shortage of manpower and can lose a critical unit, just because too many soldiers are hurt.

This is an intentional change. Lightly wounded soldiers used to stay in their unit and never healed. In TBF wounded and seriously wounded are both unavailable for a time until they're healed and return to duty.

Lightly wounded have a chance to return every night and will automatically return at the start of the next operation.

Seriously wounded have a chance to return to duty at the start of every new operation. They don't automatically return so it's possible for a seriously wounded soldier to never return to duty.
