It is always impossible to change WCS land.

Please provide save where this is happening.

If you go into the editor, the option should be there. Change it to ON and save. Reload and it should still be ON.

Note that if a scenario has been designed with the switch off, you would not be able to change it. This would be the case with scenarios save under earlier releases where is was saving it as OFF.

I just verified it is working correctly. I suspect you wont see any difference until the actual scenarios are updated to allow the player to change the settings.
[We can't just blindly assume to set the option ON in the code, as some designers may not like you to change the setting from what they wanted it 'fixed' as.]
