I believe they are supposed to get a proportion of the Ploesti output (which is actually historically inaccurate) and Germany SHOULD supply the rest (historically, that was the case ... most came from Germany).

There were oil deposits in Albania, but they were so insignificant that they wouldn't even equal 1 OIL in WarPlan terms.

Mussolini was an idiot to go to war as Italy was completely unprepared and was in the middle of a (half-arsed) rearmament program to replace their obsolete aircraft and tanks, amongst other things.

I have Romania in my camp, but Italy is getting exactly 0 oil from them and any power .
I cannot figure out how to start a trade route.
I click on a number of resources to send Italy and hit send, yet they don't get them.
Obviously I am doing something wrong

Create a convoy from Germany to Italy, it takes one turn to activate.

You cannot send from minor allies or to a country that has not joined the active alliance.
