It depends on how much movement it took to get them there. You have a radius for 1 and 2. If 2, you're out of action. If 1, you should be able to select them and try to attack.

How do you attack? I right click on the subs and it says you can't have two fleets in one hex? So I just figured it was automatic if you left them next to one another?

Surface Fleets don't directly attack subs that are in raider mode. Only if the Subs are in fleet mode. Air Does either way...

Your Escorts, Air and CVs must be used on Subs in raider mode... while they're in fleet mode which used as just surface boats they can be attacked.

Subs can only be attacked if NEXT to any non-ocean hex or on one like a coast.

Escorts protect vs subs as do air units.

Ah I see so those are only CVs attacking my German Uboat raiders in the Atlantic? Why would you ever have a sub in fleet mode then?

Yes or land based air. Put your subs in raider mode it lowers their recon levels.

Subs must be in fleet mode to attack surface ships. Just make sure you never place them next to the coastline when doing so, or they are vulnerable to surface attack.

Fleet mode subs can also interdict enemy fleet movements - great for protecting coastlines against amphibious assault - but again vulnerable to enemy attack. To interdict, the enemy fleet must halt its movement with the search range of the subs - I think it's five hexes, not sure.
