Vichy working as intended?

So I notice that the Vichy units are not set up on the allied turn after the axis negotiates peace with France. They can still declare war on Vichy Syria and Vichy North Africa and take them prior to the Vichy unit placement. I don't have a big issue with this and it does cost the Allies some landing ships to take over Vichy North Africa rather than just squatting on it prior to 1.05. Just trying to figure out if this is the final Vichy mechanic.

It definitely impacts how the Med can play out. I do not think the Brits can take on Vichy North Africa if there are Vichy Units there so give them an option to take it over. I am undecided if this is good or bad.

I have to rework the code there. It should be at the same time.

Syrya seems short of 1 unit in Damascus - once Vichy'ed.
