Changing Status of uboats

... after the end of the moving is not possible. Any reason?
I can not change to Raider when move is finished....

That's to prevent cheating.
Player A moves a fleet out to intercept an enemy. Now player A puts his fleet in raider mode before he ends the turn.
That is unfair to player B

Is there any difference in moving in Raider mode vs Fleet?
If not there is no difference in setting it before or after.

No difference when moving only when attacking or being attacked.

Subs that want to convoy raid put on raider
Subs that want to intercept put on fleet and stick them as far from the enemy port as possible 5 hexes so they aren't spotted easily
