What again is the criteria for Finland to enter the war on the Axis side? I know axis troops must be close to certain Russian cities but I forgot precisely and can't find it in the manual..[&:]

I'll be interested to know as well. Soviet naval movements adjacent to Helsinki also triggers Finnish entry.

If Finland is Axis leaning when Germany DoW's on Russia, Finland will join the Axis.

It's not like WiE where you have to be within a certain number of hexes of Russian cities.

This info can be found on page 24 of the 1939 World At War Strategy Guide.

Overall, the Manual is more about how to play the game, rather than giving campaign specific information.
