Turkey never joins Axis after Baku is taken

This event is not working:

Playing Axis vs AI (no diplomacy) Turkey never joined despite me taking Baku.
Ow and it contains a typo that needs correcting ("politcal").

Update: I think I figured it out: the USA was no longer neutral when I took Baku. So it is working as designed after all it seems.

Nothing to see here folks, move on...

But there is still a typo in this event that I spotted [:D]

the USA was no longer neutral when I took Baku.so it will never happen in any game!
