Can Soviet surrender ?

I have taken all Soviet victory hexes in november 1942. Morale is down to 11 and their forces is down to less than 300. Do I have to manually hunt down every single unit to defeat them or is there another way ?

I have never seen them sue for peace.

I suspected as much but what does it take for me to win over them so they can´t spawn new troops all the time from the most remote places ?

If 80% of the country is occupied their manpower should be so low so they won´t afford new troops or how is that simulated in the game ? Is it only production and oil that is dependent on visible resources on the map and not logistics or manpower ?

Would they ever? In the real world I doubt it... in a game hmm, does it matter?

Yes it does matter because it is unrealistic that a nation lacking any resources still can produce troops. So my question is how do I destroy all their capabilities ?
