Vichy NA can't deploy new units

This looks like a bug since I can't find any reason it shouldn't work.
Vichy NA jointed the Allies. After considerable time it accumulated enough points to build a new division.
When that division was ready to deploy attempts to deploy it received the message "No Valid Location to deploy unit".
Image of situation is attached.

It acts like the game doesn't know that Vichy NA exists.

Because it's capital isn't a supply source that's why. I will make a provision in the code to at least deploy to the capital. Thanks.

Out of curiosity why isn't the capital a supply source? I believe Algiers acts as capital of Vichy NA. Both Algiers and Tunis are controlled by Vichy NA and already have Vichy NA units in them (I moved one into Tunis just to check).

Also, had a similar problem deploying units to Denmark (AI Axis still doesn't know it needs to take the capital).

Because these smaller colony countries really aren't countries. They simply don't have the capacity to support a large army unlike Romania. They rely on Allies to support them.
