v1.00.06U3 is available

Since there was a delay till the end of the month for an official patch I am putting out the Beta 6U3 version. "U" for unofficial official patch.

Manual edits, scenarios, and game are all updated. Only thing I can't test is putting units in a minor capital that isn't a supply source. It should work though.

Enjoy and please if there are strategies out there from players I would like to know them. So I can improve the game. I'm hearing crazy strategies in my ear from my little birds.

Fixed a bug and added a new feature to remove a gamey mechanism. This feature will not change current games
