Capital reverting back after recaptured causes big problem with placement of new units

I'm playing a game where Perm is under assault and could sure use some new units reinforcements after being bludgeoned by the German onslaught. The problem is that on my previous turn, I landed an airborne unit to disrupt the German's rear in conjunction with Russian armor driving Westwards. At the end of my pervious turn, I stationed the airborne unit in Kuybyshev which reverted back (from Perm) as the capital. At the time I didn't think much of it, but now in my turn, I can't place any new units in or around Perm!!![X(] The only place I can place new Russian units (and I have several) is in Kuybyshev and in three surrounding hexes, which pretty much is completely useless!

I have two questions about this.

1) Why does an original capital revert back to the capital from an alternate capital when it is so far behind enemy lines!!![X(][:(]
2) why does this shift the available hexes for new unit reinforcements to the reverted capital only!!!???

I had this happen to me in China when Lanchow reverted back to the capital (from Urumchi) because of a spawned partisan unit. This also did not make sense since Lanchow was completely isolated and very far behind enemy lines. I was lucky in that my opponent quickly captured Lanchow back by destroying the partisan unit, so I was not screwed by being unable to place new unit reinforcements as I am now with Kuybyshev. I should mention that my opponent destroyed my Russian airborne unit, but did not recapture Kuybyshev.

That also dramatically dropped the supply of your entire front. I think that it would be good to wait a few turns before a capital is moved back after it is retaken to avoid situations like this.

Indeed. Or perhaps even better, if this can be easily implemented, players should be given the choice of whether they want their capitals move back to where they once were.

I was so shocked by this happening, that I didn't even consider the effect on my supply grid.

I suppose for now, one should not retake capitals that are far behind enemy lines, but the case in which Lanchow reverted back because of a Partisan spawning, would need a fix IMO.

It's going to be hard to fix, one hand the above is not ideal, but on the other i'm sure the French would not want their capital to permanently be Algiers or UK in Egypt/Canada.

Perhaps if alternate capitals also had the mechanism of an Industrial Center (certainly the Urals cities should be) this unit placement problem would not pop up.

A script moves it back, does it not? Shouldnt it just be a matter of putting a timer on the script? If control of the capital is going back and forth the government wouldnt just move back in right away anyways.
