[WAD] Submarine doesn't retain speed setting on clearing course

This seems to be the same for all ships not just subs... and I'm 90% certain I have seen aircraft do this too.

Need some way that a "Manual altitude or Speed setting cannot be system overruled" setting can be checked on the F2 menu

Looking at this in 1139.3, when a ship or sub has a manually selected speed it retains that speed when:
A course is cleared and re-plotted
A course is assigned when no course was previously assigned

When a ship or sub has a manually selected speed and it's course is cleared and not replaced, the speed automatically changes to stop. If a new course is then plotted the unit will default to cruise speed.

This is a sticky one; if we change it so that submarines default to creep speed it will cause issues for the AI--e.g. commencing a transit of the Atlantic at creep by default.

At the moment I think this is WAD. If you change course no speed changes are made, but when commencing a new course a default of cruise is set unless you over-ride it by selecting a manual speed.

Happy for feedback and suggestions here, but no changes made at the moment.
