Unable to Debark DIV into France

I am trying to Debark CW 2nd Inf Div in Western Med (0 box) to France [64, 28].

Currently, CW is not even enabled as an option, even though it has a Land Move remaining.

I have also tried this with 3-1-0-1 (most recent version). Same problem.

Most likely caused by the fact that the transport loaded with the 2nd Inf Div is already disorganized.

Hmmm. One clarification. There were 2 DIVs on the TRS and one debarked in earlier phase.

I wonder if that is consistent with the rules as I would normally expect that multiple Debarks could be at different times.

That is working as intended. If both are to disembark then it must be in the same step. As soon as one is disembarked, then the TRS is disorganized and no further disembarkation allowed. Or invasions.
