Soviet Winter and Italy - some questions

Greetings fellow commanders,
could you provide me an info about:
1. Does Soviet Winter strike only in Jan42, or it happens each winter, e.g. Jan43 too?
2. Below what NM treshold does Italy surrender? 20%?
3. Does landing in Albania, but without taking Tirana, lowers Italian NM?
4. Any extraordinary method, to lower Italy's NM, apart from taking cities and sinking their ships? [:)]
