Control button: brown vs green?

Of course I'm doing the exasperated wack-a-mole anti-partisan duty of the Axis territories.
I noticed certain areas whole armies forming out of nowhere an Axis control territories way behind the front, all over.
I press the control button and I see the territories controlled by the Russians off to the east.
But then instead of normal appearing terrain and hexes in Axis control, I see green-colored hexes. What do these areas mean?! How are they different from where partisans appear? Are they spawning areas? Just what are they? How is one to know???

Green is italian.
Areas captured by your italian units

Thanks Franciscus, you are smart and coo! Now this is what I mean about the War Plan manual being insufficiently explanatory.
I thought those were spawning areas for partisans!
