Cannot find anywhere in the rules who can pass Gibraltar (and other straits). USA in my game is neutral, and cannot pass the Rock. Why not?? Do I need to declare war on Italy/Germany or Japan to pass?

If the US is neutral then it cannot pass through the (presumably UK held) Strait due to game engine constraints.

Though additionally it would have caused a rumpus in the US if they had done so (what are they doing there in peacetime?) and secondly it would be a gamey move to do so, which would undoubtedly frustrate, if not annoy, many Axis players, both human and the AI.
