AT rifles being useless

I watched a battle with level 7 detail. The AT rifles on the respective sides fired a decent amount but did very little damage. They fired a lot of HE rounds, but do they even have HE rounds? The rifles have a penetration value ( AP rounds? ) above 0 but for other targeting ( anti-soft, anti-air, etc. ) it's 0 for everything else. Did they actually shoot?
