Is there ranged combat with ground units, excluding indirect fire?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

I just started TOAW after a long hiatus. I am setting up a series of tests with 250m hexes and 1 hour turns. It's very tactical in scale. In this test scenario units only attack when adjacent, even though they possess modern cannons and AT missiles with ranges of 3-3750 meters. I looked in the manual and it appears changing range from the -1 default to a value >0 within the Unit
Report, really only applies to ships and artillery. So, I think I better adjust the scale up to 1 Km or so.

Is this correct?

It does not do ranged direct fire. So, 1-click hexes or bigger.

250 meter hexes could be viable if all of the terrain was very visibility limited -- triple canopy jungle etc.

Post WW1 needs to be 2km or more. For that matter WW1 and some pre WW1 could need over 2km per hex scales. Armies used direct fire artillery regularly. Medium and heavy machine guns could direct fire effectively over 2km for instance Vickers. BTW, machine guns can also fire indirectly but I don't think TOAW has a way to do that.
