03.01.00.02 Netherlands conquest ship issue

During the conquest phase after assigning the Dutch CA De Ruyter to the CW construction pool the window to re base the remaining ships does not appear. The game is unable to be advance. Rolled back to version 2.7.1 and there was no problem.
The ship rolls were as follows in order they come up:
CA De Ruyter rolled 1(For construction pool)
CP rolled 7
CA Java rolled 8
Sub 4
CA Sumatra rolled 8
