Losing Advancement levels between scenario

For Germany:

1. Naval Air Training is going from 1943 (in Europe 1943 scenario) to 1942 (in Europe 1944 scenario)
2. Warships is going from 1943 (in Europe 1943 scenario) to 1942 (in Europe 1944 scenario)
