New GD1939 game

New GD1939 game

Tried opening new game for PBEM and found a bazillion missing jpegs or what ever they are called. I did download the new one or thought I did anyway.

What determines manpower gain? Cities and victory points?

Manpower gain is determined by which Cities you own. They provide manpower but it is modified by if they are your people, conquered people, or people that joined you freely (via diplomacy). That is then modified by your conscription level.
