Blockade of passage into the Med

This is a quick question about Gibraltar. If Axis occupies both hexes Gibraltar and Tangier with ground units does that block passage of Allied ships or submarines through, back and forth, from the Atlantic into and out of the Med?
Couldn't find previous on this.
