This order is scripted twice in _changeOrder.txt:
//Vichy France change orders to garrisons in colonies
$ChangeOrder
if_Date=1/1/1939
xyControl=142,23,Neutral
lifespan=tillTrigger
actionCountry=1
xyArea=124,16,22
xyArea=142,23,22
xyArea=154,23,22
$End

Update: no it is not. The action country differs. My bad. Move on people, nothing to see here [:D]
