newbie question reinforcements/upgrade

the reinforcement/Upgrade spend is set at 100. does this mean that the max spend it 100.So if the actual spend was only 80 you have not wasted 20.
I have noticed that HQ units can reinforces units in their 5 hex radius is this offset against the 100 limit or is this in addition to the 100 limit.

The number for reinforcement/upgrade is an actual amount, not a percentage. If you assign 100 and only 80 was actually used, the remaining 20 are not wasted; they are simply not subtracted from the total amount in the pool.
