Can you prevent a continental country from purchasing a shipyard?

Hungary should not be able to do this and later build some Landing ships... [:D]
As you can see I am in the naval portion of the testing of the game... [:D]

Perhaps also, prevent Marine Division to be built by a continental country...

I will see if I can lock them out.

How about I change Marines to Fishermen Swamp People for land locked countries?

I like it. The biggest problem is the shipyard and the landing ships because they cost nothing. And, now, they are added in a common pool.
