Axis units stay put but will find themselves out of supply if they can't trace back to a supply source in Germany. Same rule everywhere else eg BEF might get stuck when France surrenders.

You need to be prepared in key ports and cities to reestablish control for supply

so before they surrender we have to remove them from the ports and key cities and put our HQ instead [:D]

You just need rear ports to be garrisoned with Germans so you take control upon their surrender. If you leave nothing behind the Allies can walk into ports behind you.

Basically the strategy should be mostly Germans garrisoning the rear and Italians near the front lines defending vs the Allies. I'd still put strong German units in vulnerable positions that need a strong unit.

Having only Germans up front and Italians in the rear means when they surrender all those ports become Allied and now they just sail in to Italian wine and women welcoming them.
