Weather effect modding

Is it possible to mod weather effects? I can't see a way to do this, but of course there might be one

Specifically I'm looking to amend Rain so it reduces the effectiveness of, but doesn't prevent, air attacks...

I'm afraid that the weather effects themselves are hard coded, though you can adjust the % chance of rain happening during any season or part season.
