Why does it drop from a 10 to a 5 when the British are granted access? I don't think that some of the port infrastructure should dissappear.

As it's no longer got a railroad link to the owner's capital - it's following the overall logic of the supply rules.

Thanks for the answer. It explains why it takes place as it does. However, it's not a logical happening in this case.

It's unavoidable, but then only limited repairs and refitting could have been done in the US while the country was neutral, if the port were at full strength then a full repair could be carried out, and that would have upset some.
