Cannot load Australian LCUs on to Transport TF?

I am playing as the Allied in the 1941 Campaign.

I can form the Transport TF, with existing APs. I even used Get Transport to get additional APs to use.
I am trying to an Australian LCU on to a Transport TF, in Sydney or Brisbane,in order to send a garrison to Port Morseby.
When I hit Load Transport, Ground units, they are no available LCUs to load, at either base.

I can successfully create Transport TFs, then load them, for both Dutch and US LCUs.

I looked for an Australian garrison rule in the rules, but could not find one.

What is the problem?

As an update, several turns later, the Australian LCUs in Brisbane are now attached to the SW Pacific HQ (was CMT before).
However, I still cannot load any of these units on to a transport TF.

I noticed a similar problem while playing the latest release and I believe I may have solved it when I activated AUS LCUs at a port belonging to SW Pacific. However, I'd post your question on the Tapatalk forum for Pacific War Update. Hi Tbilisi. I changed Brisbane to HQ control of SW Pacific. I am still not permitted to load any of the Austalian LCUs onto my transpor TF in Brisbane. I will post on the site you selected. Thanks.
