Port interdiction

All the ports and other land hexes around the Black Sea and the Sea of Azov are in Axis hands, apart from neutral turkey.
So where is the supply convoy to Sevastopol coming from? Do I have a traitor in my ranks?

Have tried to upload a screenshot but keep being told file is too big.
Combat log says 'Supply convoy attacked at 195,42 destroying 40 stockpile by axis naval forces'
