1.00.07: Vichy Negative Logistics

Game started with 1.00.07 beta xx (I do not remember) and now official 1.00.07 patch.
Germany declares war on Vichy.

I have noticed that Vichy has a negative logistics stockpile value of -168.

Is it intended?
