Did there not used to be a fast start save game? For each of the scenarios?
Or did I dream it?

There are fast start scenarios for some, but not all, of the scenarios. Barbarossa, Guadalcanal, Global War, and Missed the Bus have one, the other scenarios do not.

Those that are there are helpful for brand new players to see what a reasonable setup will be. However, after playing those scenarios the first time, it is better to set up your own. You may want to ensure that you can conquer Poland, so might have more units there. You might also want to go after Denmark earlier. It is helpful to try the new things you want to achieve a better outcome than historical or to mitigate a few bad dice roles.
