Attempt #2 Question for rules experts: Can non hostile Vichy provide access for oil

Spain is aligned with Italy. Vichy has not had DOW declared on them so are a neutral country. Franco and the Italian fighter show up as be able to have access to Italian oil. This could only be via a land path through a neutral Vichy. The Vichy CP do not provide supply to the Italians in Spain so they can't have a sea route to an oil source.

It is the first time I have seen oil being traced thru a neutral country for the purpose of reorging.

Is it permitted?

To use oil, one has to be able to trace from the unit to an oil point, using a supply path (without limit on the number of hexes used). There isn't one available for Franco and the FTR in Barcelona.
So this is a bug. Only when Vichy is active, Franco and the FTR can trace to Milan.

That is what I expected. Probably hasn't happened much. I will attach the save in the next post it might help resolve.

There is another bug in Vichy that I just discovered: The program lets you fly planes over Vichy. This should cause collapse, but doesn't. Please don't take advantage of this.
I thought I knew how to play this game....
