Naval Shore Support

From the manual: Naval Shore Support—A naval unit will automatically provide offensive and defensive shore support with its surface factors if it is in a hex with a land unit to support attacks out or attacks directed at the land unit.

What percentage of the fleets surface combat factor is added to the shore bombardment? From a test, I had 39 total surface factors and less than 3 (I know this based on the number needed to change the attack odds) were added to the combat.

Also, since invasion uses up a fleets operation points, fleets can never add shore bombardment on the first turn/attack of an invasion, correct? Seems odd.

I have to check because I frankly forgot. I want to say what the surface factor is.

I also need to change the rules for is some to adapt it better for the game.
