USSR entry

In a pbem game I have seen the USSR declare war before May 1942, even though I had 6 units close to Warzaw. Is there other factors that can shift their war entry, I am not aware of?

Nope. You must at some point not left units within 10 hexes of Warsaw and just forgot.

Any chance in that game Germany invading the Baltic States and USSR's status shifted 35% in favour of the Allies?

That is in there. If Germany invades the Baltic States the USSR can come in during the summer of 1940.
