SHQ OHQ

Ok what is SHQ and OHQ? I’ve been looking for a definition, but the manual seems to just assume I already know.

SHQ - Supreme HQ, basically your head of the command chain
OHQ - Operational HQ, leading your troops into battle

Oops, I thought SHQ was Strategic Headquarters.

What is the director guy doing? I've read the manual but it calls everyone "director" in addition to the SHQ Director. It's the latter I'm confused about (they also always seem to be douchebags in my games ).

Page 147 - "5.1.9.54. Strategic HQ (SHQ)
The Strategic HQ is the highest type of HQ. You can only have a limited
amount of them due to the increasing strain they’ll put on your PP income.
They form the backbone of your Logistical Network as they act as Item
inventories receiving Items from production centres and sending them to
Zones or Units in need of Items. Zones and OHQs need to be assigned to a
SHQ. SHQs need a Leader to be the SHQ Commander."
