Areal farm expansion

The manual mentions that open farms will expand into ideal terrain.

What is defined as ideal terrain? I'm assuming it's flat land like plains, but would Rocky qualify? Is rainfall a factor? I assume temperature is a factor as that's mentioned elsewhere.
