3.1.0.3 rare Naval Transport Bug

Can't recreate.

Was trying to load one TRS in San Diego and got the option to evacuate MacArthur from Philippines a tad early. [:D] The unit I wanted to pick in San Diego wasn't shown. First time I've seen this one.
