Unable to Reinforce Naval Units with Naval Mod.

I started the 1939 game as the Alliesusing the naval mod and am unable to reinforce naval units. Upgrades of naval units can be done.
I tried to add a screenshot png file, but get an error message saying the path is fake.

Hi Billrco,

I believe for this mod some of the naval unit types simply have lower Max Strength values. For example, the UK Javelin Screening Task Force that starts in Plymouth (81,39) is already as max strength of 6.
