How do you get recruits (the resource)?

I give up. The manual is vague. My empire has stopped making recruits so I can't replenish my forces or make new ones.

I have no idea what the problem is. I imagine it has something to do with... something?

What causes a zone to generate recruits? They're not the same as workers (or are they?).

What are the stats of your zone? Is there more cash to be made working for the private sector than signing up in the military? How is the loyalty?

It's cruel to say but miserable living conditions and nationalism are conducive to enrollment in Shadow Empire.

Call Governor -> Zone Orders -> adjust recruit slider. This is also how you get more (or less) colonists.

Thanks guys. I boosted my slider to increase max recruits and I increased the recruit sign-up bonus. I'll try maxing it out and see if it works.
