Group Move allows crossing of friendly border

During my Twitch live-stream tonight units of mine that used the 'Group Move' option were able to cross the border of a minor nation i was 'neutral' with without the war declaration message appearing. The border did not change ownership and war was not declared. Trying to move one of the same units in single unit move mode would get the war declaration pop-up like normal.

this was using the newest beta patch.
