Why can you deploy sometimes 14 teams in the mainforce?

I would like to know because sometimes you can deploy 14 teams and other times 10 by example if you have enough teams in your mainforce. I have been searching about this and I have not seen a relation yet.

I believe this is in the game manual. On smaller maps you will have a less unit slots available. Your reputation and your difficulty settings also influence this.
