SHQ using more LIS than allowed

It seems that the SHQ is ignoring the limit set on the LIS usage?

In fact it is also allowed to use the points not used by the limits set for the steps above it.

Will make this a bit clearer in the next version of the manual.

If it was banned from using it zone to SHQ you will likely receive less ressources from sector and make artificially a lack of ressources while you still have the building xD.

I do not think "LIS Points" are explained in the manual. I CTRL+Fed for them and couldn't find them. If they're meant to be Logistical Points, the manual uses LP to abbreviate that. What are LIS Points supposed to be?

As far as I can tell, LIS points are Logistical Points.
