Early regime feat & Political unbalance

Looks like autocracy start has only cons with the politburo.
Democracy bring parlementarism and is really helpful to keep some people on check.

I consider all political regimes are equal it mean with the politburo should have some tax advantage or some more efficiency in building fast or pay less for same effect than a democracy and adding the usual low loyalty.

The democrat one if they keep their bonus should have some corruption based on the leader trait or personality as they know they won't be reelected and some will try to pocket the short term-gain.

The meritocratic one should have increased cost to hire leader as they have bigger chance to have better capabilities and lower the manpower as they neglect the people that don't have skills for balance.

Actual game balance favorise democracy first and meritocratic second as starting regime for perk.While the best balance mean all 3 should bring some gameplay change in order to make them unique but still interesting to pick.

Oh, I don't know, you have to look beyond just those base modifiers. The stratagems you get, for example. If you can find a leader with an already high personal combat skill, then give him a Personal Guard on top of that ... then you can reliably play Assassinate Leader ... IMO the best personnel management tool in the game, bar none.

Call to Power is way easier to get than it's Democratic and Meritocratic counterparts, and is great for causing revolts to spring up in rival majors.

And don't forget Suppress Unrest, which if you stockpile enough of those before a conquest, can basically trivialize the whole pacification process.

You can change that mid game of regime but the initial perk stay. So if are a senate going autocratic you keep the senate while taking the card buff of call to power. + Resign for 1pp isn't useful actually except getting a game over. + The secretary i'm not sure about what use and when it's in the negative did it affect something ? As I can't choose that one.
