Tech ? Is this true

If you research a tech In a higher tier, you can't ever go back for tech in the lesser tier. If so...why. if not, is it just that its random.

You can go back, it's just random. And your chances of hitting the one you want go down because of course you are now pulling from a larger pool of techs.

I have to ask, you didn't miss power plants and solar power and are now scrambling to salvage your game, are you?

you can research any discovered tech.
If you mean discover, once the higher have all been discovered it does go back to discovering lower ones.

I've done this before... you just have to put all your BP into research and wait till you get it. This is why it's essential to discover all the essential techs (university, hospital, barracks, one of the power techs and almost certainly all of the military techs there) before you research three of them.

If you missed the early techs, you could invest in the private economy to try to get it to work your deposits and build light industry and QoL buildings for you without an energy requirement. If a major has one of the techs and you can get a scientific pact with them, do that. Another alternative is to go to war with a major to take their power plants, either ones they've constructed or the starting one in their capitol.
