Force Movement Bias

The Force Movement Bias has a range of 50% to 150% in the Edit/Modify Current Force/Force Movement Bias menu. The default appears to be 70%.

I cannot find an explanation in the manual. However, the manual does reference the range a 14% to 455%, which does not seem to match the actual input display.

What exactly is movement bias and what does it do?

My guess would be that it is just an artificial tool to slow down or speed up the movement of units as a whole to try to match historical rates of a campaign. Am I on target?

You are correct. Tailoring zoc costs is also possible as well as tailoring the cost for entering a non friendly hex.

Force Movement Bias
(14-455%) – This is a multiplier for Movement
Rates for all units of the Force.
