Cant figure out how the numbers work when viewing the history screen for my units. They don't seem to match up with my units before the turn and no combat happens to those units so not sure what the numbers represent. For example the 4th infantry unit on bottom left shows 7 but when I hit end turn it shows a 2. The infantry on far right bottom shows 19 but in history it shows 17.

Probably Fog Of War effects. You don't know its real strength, but your intel's estimation varies.
Same effect when planning an attack: the - estimated - odds can depend on the order of the chosen attacking units.

Ah but look at that red readiness bar on the 4th Infantry unit and the the Militia unit on the far right has a yellow readiness bar. I suspect that the Combat Power of those units are diminished by their unreadiness states. So the History screen actually shows units Combat Power and not the actual number of troops in the unit.

I don't really know what to think of it.
At first I thought too it was some Combat Power number (but we don't really know what 1 unit is worth).
Then I noticed it matched closely the number of sub-units (e.g. x100 infantry or x10 vehicles or cannons).
The straw that broke the camel's back being GR units, usually showing up as 2 or 3s but actually very powerful - usually.
Then these screen captures of yours and I'm back to square one. I need to pay this closer attention to try and figure it out.

hmmm ya searched the manual but couldn't find anything. Hopefully Vic can shed some light on this.

It's maybe the AI's understanding of your troop strength (power)?
Because you're basically following their POV.

The value on each counter is the total of the subunits modified for readiness of all units in the hex.
