No OHQ Commander skill roll when OHQ attacks

When the OHQ unit attacks, there is no skill roll/skill bonus added from the OHQ commander, only the SHQ.

In my opinion the OHQ commander should definitely be involved here.

It is debatable. I designed it like this to make the HQ weaker than its subordinate Units. You want to avoid combat with the HQ.
