Rebel Conquering City Immediately switched back to my control

I'm not sure if this is a bug, or if this is intended. I am playing on Beginner difficulty, 1.03. I left a city undefended, and rebel troops took the city over the next turn. However, before the start of my turn, I got a message I "conquered" the new rebel regime, got a fate point for conquering the city, and 2 units of militia spawned around the city. I am not sure if that is intended, or a bug.

I would be very interested to take a closer look to 2 autosaves (1 of the turn before the turn this happened and 1 of the turn in which it happened)
